I have to wonder just how bad it must be for either/both of Ferrari and the FIA, if this is preferable to being open about what happened.

Marshals are reporting they are getting messages saying it is still going ahead, TBH they should pull it but a lot of people are already there.
I bet Ferrari are loving the current lack of publicity

There's a proposal to freeze many development areas except aero and run the current cars again through next year to the current regulations, delaying the 2021 rules. Seems like a good idea to help mitigate costs and cashflow:
