It isn't rights issues with the audio, it's just that at the time Aniplex released it in the US, and Madman and Manga licensed it for the UK and AU, there was no dub. It's only now being dubbed by Viz, and that only for the Neon Alley streaming service at this time.
It may mean that there will be a future re-release of the series with the dub, and quite possibly on Blu-ray as well.

That's correct. There's currently no English dub available for any home video release, hence why there was only one audio option, Japanese, including on the DVD in English speaking territories.
