Ebay Dispute (minor) - do you need to close dispute before a partial refund?

Weird one, the seller who sent my item didn't put postage on it and it cost me £3.20 to get it from the post office. I asked for £3.20 back which I didn't think was unreasonable.

The seller sends vaguely garbled messages offering £1 and so on, so I asked for a refund through the official thing and he said he'd pay me £3.20 when I close my dispute?

I said I would close it when I get my £3.20. The seller said it can't be refunded until I close my dispute.

Is that correct? It doesn't sound right to me.

I figure I'd close it saying it was fine, and then never see my £3.20

I sold an item recently where the buyer wanted a partial refund and I asked them to start a return request as I prefer to make sure these things go through eBay.

In that instance they started a return request stating they'd like a partial refund, I offered said refund, they accepted - refund is issued and the case is closed.

So yes, what they're asking sounds odd and it does suggest to me they'd just ignore you once you close the case.
