Please be aware that you are 'buying' it for 3 years. That is the information given by Rakuten! Downloads are only allowed on tablets and phones and only to devices own memory (so no sd card storage can be used) This information comes from the terms and conditions.

To be fair, it does say 'minimum three years', so they're not necessarily saying it will suddenly disappear after exactly that period.

I think it's to do with the fact digital content is only available if the owners are still licensing it to the provider you've purchased from. I've heard stories of films very occasionally disappearing from ITunes due to licensing problems, just a fact of the digital age I suppose.

Here's Rakuten's checkout terms:
"Expiration
The purchase of any content allows you to watch it by streaming for an unlimited period of time and to download it to the devices that are expressly indicated next to the content (all subject to the restrictions outlined in the Contractual Conditions)."

This title being a Disney owned property will pulled into Disney's own streaming service eventually. I'd say this is a prime contender to be removed from other streaming services into Disneys own service, sooner rather than later.

I don't like the digital versions on all of these sites (Amazon, Google, Apple etc) as you don't really own a title and it can be withdrawn at any moment. At least with a disc based release it is yours to own and can't be taken away. Sky is probably the only company that send you a DVD or Bluray to keep so at least you have the disc in case a title is removed.

Do you seriously think that Disney would pull titles that people have purchased? It would cause a massive negative backlash, and whilst they're big, they're not stupid. Worst case scenario is that you may be compensated for anything they remove, in a similar way to how the BBC did when they closed down their streaming service.

I think you've also confused Rakuten's terms - they're saying that a downloaded copy will be available for a minimum of three years, whilst the streaming is available (as Nana said) for an unlimited time.
