Is there a way to stop my monitor automatically turning itself off?

I have a Mac Mini and a PC hooked up to the same monitor via a KVM switch. The problem is that when I have both turned on and then switch the PC off, Windows switches the shared monitor off. This means that when I switch to the Mac Mini using the KVM switch, the monitor no longer displays the Mac's output. Switching the monitor on doesn't work. I have to switch the Mac to sleep mode then take it out of sleep to get a picture.

What I want to know is if there's a way to switch off my PC without switching off the monitor?

Hope I've explained the problem clearly enough. The monitor btw is an Apple Cinema - one of the new ones.
