I'm pretty sure it's just them fixing the problem people were having accessing legacy Hitman content in Hitman 3. It doesn't upgrade the free copy of Hitman you previously claimed to the GOTY edition. But it does give you the full Hitman GOTY content in Hitman 3.

I've done it anyway, but I'm not installing things to see what I have and haven't got.

If you're doing it from the Epic Games Store Windows app you can find both the "Hitman 3 Free Starter Pack" and the "HITMAN 3 Access Pass: HITMAN 1 GOTY Edition" on the "Hitman 3" store page by clicking 'View Offers' and 'See All'.
