For my money Twilight Eyes and Lightning are his best efforts, though I also enjoyed Icebound, Phantoms and Midnight. It seems to me a lot of his books are a very slight variation on a theme, especially those dealing with psychic killers. As an earlier poster stated, his earlier books are far superior to his more recent output.

If you enjoy Koontz I highly recommend english author Stephen Laws, in particular the following:

Daemonic
Darkfall
Macabre
