I get this issue as well. Seems to be worse since I went from Vista to Windows 7. Im using a Ethernet Cable connected to a Router. Updated drivers etc but still the same.

I dont trust IGN for reviews. They seem to have a habit of giving big scores to hyped games. GTA4, Splinter Cell Conviction did not deserve the scores they got.
